Minutes for May 1, 2012

Meeting was called to order at 6:10 by Russ Painter.

Members present: Russ Painter, Amanda Rayburn, Steve Main, Chris Brown, Mendy Laval, Bob Jost, Sheri Weakley, Debbie Dooley, Cary Stolpestad, Jessica Adams

Members Absent: Mark Topoozian, Virginia Riding, Mary Vink, Gary Shuster

The minutes for the March 27th meeting were presented and approved by the council.

Old Business

a. Categorical Allocation—Mr. Painter reviewed the revised categorical allocation that Manchester received.

New Business

a. GLAS 3 Data—Mr. Painter reviewed results from the last benchmark assessments. 98.9% were proficient in ELA while about 97% were proficient in Math.

b. Parent Survey Results –Mr. Painter reviewed the results of the latest Parent Satisfaction Survey with the council. A brief discussion ensued.

c. Council Configuration for Next Year—Mr. Painter reviewed the status of the council members in terms of which members were completing their service at this time. Four new parent members will be elected in the fall.

d. CST Testing Calendar –The council reviewed the STAR testing calendar. 5th graders take the Science portion this week, while ELA is given next week. CST Math will be given the week of May 14th.

e. Site Council will have a no-host year-end getogether at Pismo's Restaurant on June 12th at 5:30.

Activities Update - Russ & Staff

A. Science Olympiad Recap—Manchester won 45 of 144 medals possible.

B. Athletics—Manchester is finishing up its track season and beginning its Softball season.

C. Big Bad Musical—The public performance of the “Big Bad Musical” is tomorrow night—May 2nd.

Final Meeting: No Host Dinner at Pismo’s Restaurant @ 5:30 p.m on June 12.

Minutes for March 27th, 2012

Meeting was called to order at 6:10 by Russ Painter.

Members present: Russ Painter, Mary Vink, Amanda Rayburn, Steve Main, Chris Brown, Mendy Laval, Virginia Riding, Mark Topoozian, Gary Shuster
Members Absent: Bob Jost, Sheri Weakley, Debbie Dooley, Cary Stolpestad, Jessica Adams

The minutes for the February 28th meeting were presented and approved by the council.

Old Business

a. Recruit Update—Mr. Painter indicated that “recruiting” had gone well. We hosted a 2nd information night and from that supplemental list we signed our 64th 2nd grader (grade level is full with a waiting list) and about 8 new 3rd graders giving us about 125 3rd graders at this point. We also signed 2 new 4th graders and a new 5th grader. We’ve also taken about 4 new 6th graders from our waiting list.

New Business

a. Categorical Budget Approval—Mr. Painter reviewed the allocations for our 2012-2013 categorical budgets in support of our SPSA. The council voted to approve the budget unanimously.

b. Approval of SPSA Activities for 2011-2012—The council went through Section C of the SPSA which outlines the activites designed to help us reach our 2012-2013 goals. Mr. Painter highlighted some of the revisions that were made due to the implementation of “Foundations” and the use of Accountable Communities. The council voted to approve the 2012-2013 SPSA as presented.

c. Staffing—Mr. Painter indicated that the exception committee approved our 25th FTE. That gives us the same number of teachers for next year that we had this year.

Activities Update: Russ & Staff

a. Science Olympiad—On April 21st at Sunnyside

b. Athletics—Both girls and boys teams basketball teams won the district championships at their recent tournaments. Track team getting ready for their 2nd meet of the season on Thursday.

c. Pinewood Derby—Over 75 cars were entered in the 8th annual Pinewood Derby last Saturday. A good time was had by all.

d. Big Bad Musical—Mr. Gallagher and Mrs. Gengozian have started rehearsals with their cast. Public Performance in early May.

Minutes for January 24, 2012

Meeting was called to order at 6:04 by Russ Painter.

Members present: Russ Painter, Cary Stolpestad, Debbie Dooley, Mary Vink, Amanda Rayburn, Bob Jost, Virginia Riding, Steve Main, Chris Brown, Mendy Laval, Mark Topoozian, Chris Brown, Virginia Riding, Amanda Rayburn

Members Absent: Jessica Adams, Gary Shuster, Shari Weakly

Minutes from the November meeting were read and one modification was made to the members present. Virginia Riding, Chris Brown and Amanda Rayburn were absent. Revised minutes were approved.

Old Business

A. There was no “old business”.

New Business

A. Recruit Update-In the midst of recruitment. Three orientations to be held starting on the 25th. Mr. Painter reviewed the numbers in each grade level’s pool of candidates. As of the meeting 70 students had registered. A total of 235 students is the goal of recruitment.

B. Performance Targets—Mr. Painter reviewed Manchester’s school goals and related them to the Cycle of Continuous Improvement and the council’s review of the “actions” in the SPSA to help us meet these “targets”

C. Budget Thoughts—Mr. Painter briefly shared information about the upcoming budget planning which is dependent on the state and district decisions regarding budget allocations.

D. Analysis /Review of SPSA Actions—Page 73-77—The council reviewed the actions in the Single Plan for Student Achievement and made a few minor revisions in the language of the specific actions.

November 15, 2011

Meeting was called to order at 6:04 by Russ Painter.

Members present: Russ Painter, Cary Stolpestad, Debbie Dooley, Mary Vink, Amanda Rayburn, Bob Jost, Virginia Riding, Jessica Adams, Steve Main, Chris Brown, Mendy Laval, Gary Shuster, Sheri Weakley

Minutes from the October meeting were read and approved.

Old Business

A. Chocolate Milk Survey/Recommendation - Jessica shared a health and economic survey of milk provided in public schools by Dr. T. Ho. Good discussion between the members of the council followed. Vote was taken with results of 6 to 4 in favor of allowing both chocolate and regular milk to be offered.

New Business

A. Annual SSC Training—The council viewed the SSC Training video and had an opportunity to ask questions for further discussion.

B. GLAS 1 Data—Mr. Painter provided a summary of results from the first benchmark tests of the year—GLAS #1. 98.8% of students were proficient in ELA while 98.2% were proficient/advanced in Mathematics.

C. Writing Sample Data—Mr. Painter provided a graphic representation of the results of the 1st writing sample that was administered during the first quarter.

D. Action Plans—2nd Quarter—Mr. Painter and teachers discussed the “action-planning” process that grade levels use each quarter.

E. Foundations Overview—Mr. Painter provided a brief overview of Classroom Foundations and Accountable Community Foundations.

October 11, 2011

Meeting was called to order at 6:04 by Russ Painter.

Members present: Russ Painter, Cary Stolpestad, Debbie Dooley, Mary Vink, Amanda Rayburn, Bob Jost, Virginia Riding, Jessica Adams, Steve Main, Chris Brown, Mendy Laval, Mark Topoozian, Sheri Weakley

Members Absent: Gary Shuster

Election of Officers:

The following people were elected to positions by the council members:

Old Business

A Enrollment Update: Mr. Painter indicated that our enrollment has stabilized at 735. This is the highest to date.

B. Categorical Budget Review: Reviewed budget for 2011-12 year. We will have another allocation for the 2012-2013 school year in the spring when we will review the budget and where we are at that time.

New Business

A. Bylaws – Mr. Painter distributed our bylaws to the council.

B. Site Plan Goals: Mr. Painter reviewed our Site Plan goals and ways from our SPSA that we hope to achieve them.

C. Chocolate Milk Survey: Currently we have chocolate milk and 2% white milk. There was discussion about the pro’s and cons. Interested in knowing if there is a significant cost difference. Need additional information to make a more informed definitive decision.

D. School Accountability: Mr. Painter passed out the Suspension Report (Summary) as well as the District Expectations.

E. Test Data Review (CST) –Mr. Painter presented the council with a variety of charts and graphs that highlighted the test data from the 2011 CST Administration. Manchester students did very well—earning an API of 994. Math – 98.2 %, LA – 97.7% Proficient or Advanced. Excellent results once again!

F. Similar Schools Data –Mr. Painter presented data from the four schools in California that had higher API’s. It was interesting to note some of their similar characteristics—demographic breakdowns and Parent Education Levels.

G. Office of Civil Rights District Review/Manchester Visitation: Program review conducted in Fresno Unified. Site visit to Manchester. Wanted to learn about the Manchester program. Several teachers were interviewed. The inspectors were impressed with the rigor demonstrated at Manchester.

H. Safe and Civil Schools Cohort: Mr. Painter reviewed the current program. The “team” will be attending their first meeting on 10/12/11.

Other Items for the future: None indicated at this time.
