Fresno High School Attendance Policy

Student attendance remains the number one factor affecting the overall achievement of students. Because teaching students the discipline that they need in order to survive in the business world is one of our main jobs, then students must understand early in their high school career, the consequence for poor attendance. In fact, good attendance is the number one issue that their private sector identifies as making a good employee. The following policies will become site procedures:

Note or Phone Call must clear absences the day of return. Students will be required to bring a note explaining the reason for each absence on the day that they return to school. Notes must be taken to the attendance office before a student may return to a missed class. The student will then be given a re-admit slip indicating whether the absence is excused or not excused.

If the student does not bring a note, the parent may call to excuse the absence poor to the beginning of school that day.

ABSENCES MUST BE CLEARED THE DAY YOU RETURN TO SCHOOL

TO CLEAR ABSENCES CALL:

  1. Any student returning without a note or parent phone call will be issued a cut for that absence.
  2. When a student receives a second cut, whether for a period or a full-day cut, that student will receive a referral to an administrator. 
  3. A total of seven unexcused absences in a high school class will result in the student receiving an "F' Attendance grade and no credit for the class for the duration of the semester. This is a Board of Education policy.
  4. Students who establish a pattern of excessive absenteeism may be withdrawn from Fresno High School and transferred into an alternative school/program and referred to the Student Attendance Review Board and or Youth Court. 
  5. A student is allowed fifteen days of absence due to illness in a semester. Additional illness must be cleared by a community health care professional to be excused. 
  6. A confirmation number is issued for all attendance calls. Parents are requested to place attendance number and dates absent on a calendar if clearance needs to be clarified. An appeals process is available. Please contact the Attendance Office for details.

Attendance Office

A student shall be excused from school for the following reasons as specified in the Education Code: 

  1. Illness
  2. Quarantine
  3. Medical, dental, opt metrical, or chiropractic services
  4. Funeral for a member of the family
  5. Jury duty 
  6. Justifiable personal reason, including but not limited to: 
    a. An appearance in court
    b. Observance of a holiday or ceremony of his/her religion 
    c.  Attendance at religious retreats (limited to four hours per semester) 
    d.  An employment conference when the pupil's absence has been requested in writing by the parent or guardian and approved by the Principal or a designated representative pursuant to uniform standards established by the governing board. 
  7. When the pupil is the custodial parent of a child who is ill or has a medical appointment during school hours.

Learning and achievement are the highest priorities in the Fresno Unified School District. Attendance is a major factor that influences student learning. Students cannot learn if they are absent. Regular attendance can be achieved through a partnership between students, parents and the school.

EXPECT PERFECT ATTENDANCE

You should expect perfect attendance. If your student misses 18 days this year (an average of I out of 1 0), his or her standardized test scores could drop as much as an average of IO percentile points. Attendance focuses on only those students actually in attendance. Absences for any reason negatively affect a student's learning; students must be in attendance each and every day of school to learn.

The school will be in immediate communication with parents regarding any student absence. Frequent and open communications between school and parents will improve student attendance. The Fresno County District Attorney's Office will continue to be involved with parents of students who are truant and fail to meet the attendance requirements of the State of California.

Any student who accumulates one or more invalid absences will receive sequential discipline and referral to the Vice-Principal in charge of attendance

Regular attendance is a condition for receiving a Work Permit. The law indicates students with a Work Permit may not work on any day that they are absent from school. Work Permits may be revoked for irregular attendance or uncleared invalid absences.

Parents must call the Attendance Office the day of the absence or send a note the first day the student returns after the absence. A 24-hour answering machine at each school will be used to report absences. These notifications will be used to verify that a student does not have an invalid (truant) absence.

VALID ABSENCES

Student attendance is expected every day and the law no longer provides for "excused" absences.

Students may have a "valid absence" for the following reason, but their attendance record will be impacted and they are required to make up the assignments missed. (EC 48205)

  • Personal illness
  • Attendance at funeral service for a member of the immediate family
  • A Part-day absence for medical or dental appointment. Parent conferences will be scheduled for any student who demonstrates excessive absences for any reason (more than 10%). Daily attendance is essential to receiving a successful education and prepares students for the standards of the world of work.


LONG TERM ABSENCES

Students who will be gone for extended absences in excess of six (6) days and plan to continue their academic program must sign an Extended Absence Contract. Extended Absence Contracts (from the Attendance Vice-Principal) must be completed before leaving. The completed forms and work must be returned to the Attendance Office within two (2) weeks of the student's return.

INVALID ABSENCES (Truancy)

The police may detain students who are off campus without a valid excuse. Disciplinary action for cutting class, skipping school, or being habitually tardy or truant will be dealt with through District Policy.

"Invalid absences" (truancy) occur when a student misses one or more classes without a valid excuse. Invalid absences accumulate from the beginning of the school year until the end. If a student transfers within the District, the student's invalid absence record will be transferred to the other school.


INVALID ABSENCES / CONSEQUENCES

Process for Invalid Absences/Consequences:

  1. 1st cut - teacher conference with students/contact parent (call or send card) 
  2. 2nd cut - teacher conference with students/contact parent (call or send card) 
  3. 3rd cut - referral sent to counselor by teacher or attendance secretary
  4. 4th cut - referral sent to counselor by teacher or attendance secretary (student placed on attendance contract) 
  5. 5th cut - referral sent to Vice Principal by teacher or attendance secretary (VP must make phone contact with parent and 3hours of community service = 2 days)
  6. 6th cut - referral sent to Vice Principal by teacher or attendance secretary (VP will suspend for one day for defiance; parent must return with child 
  7. 7th cut - referral sent to Attendance Vice Principal by teacher or attendance secretary (referral to SARB or discipline review committee; parent conference in office) 
  8. 8th cut - parent is required to come to class with the student in lieu of 3-days of suspension 
  9. 9th cut - referral to alternative education placement or recommendation for expulsion

(An extended invalid absence will result in a Student Attendance Review Board referral.)

EDUCATION CODE SECTIONS 48291 AND 48293 PROVIDE THAT PARENTS OR GUARDIANS WHO FAIL TO SEND THEIR CHILDREN TO SCHOOL SHALL BE SUBJECT TO CRIMINAL COMPLAINT AND, UPON CONVICTION, PAYMENT OF A FINE.

PERMIT TO LEAVE/CLOSED CAMPUS

All schools are CLOSED CAMPUSES during the entire school day. A student must receive a permit to leave at anytime during the school day from the Attendance Office or the absence may be marked. 

High school campuses are closed at lunch. Seniors may be afforded the privilege of leaving the campus at lunch if they satisfy the criteria established by the Board of Trustees. Criteria includes maintaining a 2.0 GPA, on track for graduation, no uncleared invalids, class cuts, and no serious violations of the Behavior Code. Specific questions about the 'Senior Privilege" will be answered at the individual school sites. Applications will be processed through the school office or designated administrator.

TARDY POLICY

A proper learning environment is essential to learning. To  maximize the amount of instructional time per period, students are expected to be in class promptly. By encouraging promptness, the school is aiding the students in developing self-discipline and a sense of responsibility. Both teachers and administrators will deal with tardiness.
