Back to School Policies

The Governing Board desires to provide options that meet the diverse needs, potential and interests of district students and shall annually review enrollment options. As required by Assembly Bill 1114, parents or guardians of each school child who is a resident in the district may apply to attend any school in the district, irrespective of the particular location of his/her residence within the district provided that space is available. The school district shall also retain the authority to maintain appropriate racial and ethnic balance among the schools as specified in the desegregation plan.

The Superintendent or designee shall determine the capacity of each district school and establish a lottery for the admissions of students from the outside a schools attendance area. Students transferring into the attendance area cannot displace students who reside in the attendance area.

The district will continue to use existing criteria for specialized schools. Upon request, the Superintendent or designee may authorize transportation for students to and from a designated bus stop based on demonstrated financial need and the ability of the district to provide such transportation. Approval of this transfer does not guarantee athletic eligibility at the school of choice.

An enrollment transfer is valid only through the end of the highest grade available at the school. However, the student may be subject to displacement due to excessive enrollment, since students who reside in the attendance area cannot be displaced. The Superintendent or designee shall prepare administrative regulations to provide the parents/guardians of a school-age child with the opportunity to select the school they desire their child shall attend within the district. These regulations shall include:

a.  Procedures to determine the pupil capacity for each school.

b.  Procedures to assure that no pupil who currently resides in the attendance area of a school shall be displaced by pupils transferring from outside attendance area.

c.  A random selection procedure for schools that receive requests for admission in excess of the number of seats available.

The regulations shall provide for the notification of the parents or guardian of the pupils at the beginning of the first semester of the regular school term of the Districts Open Enrollment Policy and also shall advise the parents or guardians of all current statutory attendance options and local attendance options available to the district. Any complaints regarding the selection process shall be submitted in writing to the Director of Student Services office for final determination. Intradistrict transfers applications for the 2001-2002 school year must be submitted to the school of residence. Applications are available at each school and at the Student Services office.
